You can set fine-grained permissions on a folder-by-folder basis for each action type.
To set the action folder permissions open up the action type editor and click on the Folders tab. Then right-click on the folder and choose "Permissions".

Click on the check marks to grant or revoke permissions by system role to the selected folder.
