Rate labels are assigned to billable time/fee entries. They determine the billable value of the entry.
Rate labels can be hourly, fixed/flat fee, or customizable (entered when creating the fee entry).
Rate labels and values observe a hierarchy to determine which rate/value to use for fee-bill total calculations. There are overrides for labels and/or overrides at the matter, contact, system role, and user levels. There are also override settings for the rate labels themselves.
